Do you need a monitor? i would like a monitor but do not include this in the budget
Do you need a keyboard? no
Do you need a mouse? no
Do you need an operating system? no
What will you use the PC for? gaming, streaming, and day to day things but want to be able to run games in 4k if this is possible or is this pointless??

Yes. You could also park your car inside that case.
