Gronk is 280K
Julio Jones is 274K
Torry Holt is 249K
Those are the 3 I'd go with if picking for a receiver. They all develop nicely and they sell for a much higher face value.
Defense wise,
Joey Porter is 274K
JJ Watt is 236K
Revis is 215K.
If I was given your defensive and offensive scheme, I could be more helpful. I run a vertical offense, leading to the bigger receivers and Gronk being utilized more.
I also run a 3-4 on D so I like my front 7 to be pretty stacked.

If you're looking to go all defensive, I'd get Trent Cole, start him over Jordan.
Mychael Kendricks, he's a 90 and is only 92K, or Curtis Lofton, also a 90, 86.8K.
Then Leon Hall for Jimmy Smith, or Justin Houston for Gallette.
For Offense,
Travis Kelce, only 89K, beast of a TE.
Reggie Wayne, great hands and only 81.5K.
Or Devin Hester, 64.K, 86 overall, also a great return man.
Every selection is under 100K, so you can mix and match any of these. These are the best and most effective (in my opinion) players for under 100K.
