Nope, you can only trade them out. I wish they had a sell feature.

You can't sell them, Only trade them in for another

If you downgrade your apartment just to a two car garage... It will give you the rest of the trading money you had

I don't believe you can, if you had 3 apartments/garages you can swap out an expensive one for the cheapest garage and get some money back.
