Project Cats is probably the best racing simulator on PC but If you like to drift I'd suggest Assetto Corsa.

Your best bet would be Project Cars like these guys have said

Really good simulator in my opinion.

Project cats lol, by the way that has arcade style physics, so its somewhat similar to Forza Horizon. The best simulator on the PC market right now is Assetto Corsa, but you can also play Live for Speed or something if you have a crappy PC.

If you just want to play for the lols then yeah I suppose Project cars is okay, but if you want good racing and stuff I wouldn't go for that personally. Insane graphics though.
