does anyone know whether the season pass for black ops 3 will be able to be licensed transferred on xbox one.

It will be able to be transferred yeah, it is a dlc.

from person to person? It should be able to be transferred but if you only download the season pass your account won't be able to download the maps from the store because they are not linked. You'd have to license transfer each of the maps from someone who has the season pass if that makes any sense to you. PM me if theres any confusion.
