I think I am answering your question right? But using a backup yeah you can use them on-line.

I think you mean installing the game.
If you have to download any updates using a modded backup you won't have any mods because the mods are in the update RPF the game update

Yes you can do GTA V using this method. My brother has done it. On patch 1.25
