Try cleaning the disk or maybe ask your mate to borrow his, then install it onto your Xbox then your disk should work fine

It works fine it's just saying joining gta online and I just did a character transfer and it won't load into the game

If the character has modded stats that can happen.
Try loading character 2 if possible.

He's level 8000 with 40 billion but I can't load character two either

This has happened because of the BYPASS that your modder is using is messed up.
If you complete the tutorial manually without the bypass, it works 100% fine.

Have had this problem with my accounts in the past,

If you're on Xbox One, quit GTA (by pressing the Xbox button, then hit quit) and reload GTA again.

If you're online and you go to watch Netflix, or turn your Xbox off, and you come back to GTA, and try to load online again, it'll keep loading and loading (you'll be stuck in purgatory)
