HTML, CSS, SQL, Javascript, perhaps Python, Steam API all of this knowledge is needed to do so.

I'm not sure if javascript is extremely important or not with betting websites, I would assume so, and yes HTML and CSS knowledge is very important. You will likely need some database knowledge, but again I am unsure because I have never designed a betting website. One very important thing you will have to do is learn Steam's API for their trading system.

There should be a tutorial on youtube called "How to steal someone's skins, the legit way" and it's just a tutorial on how to build a betting site. jkjk

On topic: You would need to know a few languages that have been posted above. You'd also have to figure out how to do the algorithm for getting the value to percentage to the pot, and pick the according winner (it's not always going to be the guy that goes all out) so you'd have to put that thought into it. Also, automatic trade acceptance, getting the value of the skins, and then adding to the pot would be the most difficult part about it. If you'd like help with the project, I'm down to do it. Sounds like a lot of fun and stuff.

Very generic question. You could use any languages to build a betting website. You will have to use HTML, CSS, (javascript if you're feeling lucky) and some backend language. You could use a JS framework, PHP, Ruby on Rails, Java (JSP), C# (ASP), Python, etc...

A simple website would take: HTMl, CSS, MySQL, PHP and JS for the steam bot | You could add more is you were to make the site more detailed.

You will also need to know how databases work and how they are called to a script.

A lot of people think it is easy go into it, and fail because they didn't know what they were doing or gave up to quickly after a simple problem arose.

My advice would be, try and team up with a group and work collectively as making one on your own with limited knowledge will not work in the long run. Also, try and understand how other websites work to gain that extra knowledge and a unique selling point for people to play on YOUR betting site and not other peoples.

EDIT: If you don't know any programming languages as of yet, don't get someone to make one for you and call it yours.
