If you were modding or using money drop's you cannot get unbanned.

The only slight chance is by going on Rockstar's support forum or calling them directly. I got in a screaming match a few years ago with Xbox Live Enforcement over the phone because I got suspended indefinitely from searching for a game on CoD4 and getting into a game with a mod menu. Kinda stupid, anyways, that's basically the only way, oh, and I did not get my account back or any of my $1000s worth of games & add-ons and 2 years worth of gold. Rockstar might be more supportive, but don't count on it.

Rockstar forums? You'll just have to go to their support section and check it out, I have not been on there in forever, but there should be one dedicated to account support.
