No, drag the actual TU file itself into Horizon and extract all the files to desktop (or wherever) and put those onto your HDD however you normally do.

You should be able to... the file is named something like this..
TU_10LC20N_000001800000000.000000000
Drag that into Horizon

Put the Tu into HDD\Content\0000000000000000\4156091D\000B0000
Then get the compatibility and extract that into your game folder using horizon or or similar.
Tested and works 100%
