You shouldn't be having issues running games at 1080p, I can run Bo3 fairly well at max settings. What are the rest of your parts in your build?

H1Z1 is known to be broken like that. Ive not had any experience with it..

B03 - Brand new game with massive issues. To sort them out, turn your settings to medium and you should be fine. Keep and eye on the steam page for patches and info.

Adding more cards to your rig will fix nothing.

That being said, if you want to go the sensible route, then adding a 980ti will do the trick. Its not needed at all but its better than running 2 of the same cards. It will cause you less issues.
