Honestly brother currently I have 32 hours played and I am a level 26. Being that I am playing on Very Hard, I get a little bit more XP than those who play on easy or normal. I havent been trying to level at all, it just happens.

Just play the game, do quests, and explore. You will level up and it will be much more enjoyable.

I have 20 hours played and I'm level 30.
You need to focus on doing the side quest's more than the main quest's.
