The big problem western intelligence agencies face now is that IS has evolved.
Over the past 15 years bomb attacks on western countries have usually not resulted in many deaths.
The attack in Paris has proven to them that guns and small teams can result in far more deaths.

It is much easier for western intelligence agencies to keep tabs on people who are building bombs, as opposed to people who are concealing weapons, especially in places like North America where it is relatively easy to get your hands on a gun, one way or another.

The problem with them using guns now is that it's extremely hard to protect people. If they are attacking restaurants and cafes there are no armed security guards in place.
More of these attacks will happen, and lots more people will be killed, and the response of western nations will be just as predictable; more airstrikes and more stupidity.

We started it? Bruh, not like they killed 4000 or so people in the 9/11 attacks. You want us to not send troops to Afghanistan after that?

The US and UK did not handle the situation well. Operation Enduring Freedom led to the illegal invasion and destruction of Iraq, a country which had already been almost destroyed after the decade long war with Iran. We placed sanctions on the country which were described as 'genocidal' by the very diplomats who administered them and who also resigned from their positions in protest of the destructive nature of the sanctions.

The US went into the war with the goal of separating the Muslims in the country into different sectarian divisions, Sunni, Shia, Kurds, etc. and the violence which erupted between those groups is what has caused the formation of groups like ISIS.
Al Qaeda and Taliban were more focused on political gains, ISIS has been raised on the idea that their religious doctrine is correct, while the other groups' doctrine is not.

This isn't even including the fact that the US went into Iraq because they thought that Saddam Hussein was somehow linked to Al Qaeda and 9/11 when Hussein was actually a Baathist who was fighting Al Qaeda.
Then it was changed to the excuse that he had WMD's for violating an order to give over all of his weapons. That's like saying that someone must have a gun on them because they refuse to be strip searched and killing them for it. These WMD's were never found and likely never existed, but why would the US admit to making a mistake that big when it would also mean admitting that the war was illegal?

But anyway, it doesn't help that the US is allied with Saudi Arabia, their laws are based on the Wahabi version of Islam, beheading people for crimes like badmouthing the religion. Saudi Arabia uses their oil wealth to set up Mosques, schools, etc. all over the Middle East and into North Africa, which spread these extremist views like wildfire.

So do I think that sending troops into Afghanistan and Iraq after 9/11 was a bad idea? Hell yes.
