No change. Later today I'm going to put my old gpu in and see if it still stutters or not, if it doesn't im guessing i need a new one

Uh, the quickest way to see if the GPU is the problem, is to just pull it out and use the iGPU for a little bit.

Just because the air around your cooler isn't hot, doesn't mean your CPU is being effectively cooled. The thermal paste on your CPU may not be making proper contact.

So, first, find out if the GPU is the issue. If not, check your thermal paste and that your cooler is properly attached. Check your temperature in your BIOS. If everything is good, and your temps are still way too high, you may have to RMA the CPU. If the GPU is the issue, it will need to be RMA'd.

GeForce Experience will set your games to optimal settings, and tends to do so fairly well, so if you were playing games at settings your card couldn't handle, you could fix that in GFE, easily.

had a virus onces that constantly mazed out my cpu

So an update to this.
All I did was redid the thermal paste on my cpu and all of the stuttering went away.

But before I replaced the thermal paste my cpu was idling at 70s celsius and when playing a game it was 100 celsius.
Now at idle its mid 40s celsius but when playing games its still 100 celsius but there's no more stutter... kinda weird but whatever I guess lol it worked
