390 and i5 shouldn't have any issues playing H1Z1 at high settings, at least, at 1440p. You should be playing at ultra with a little less than 60FPS. Play the game for a bit and monitor CPU/RAM/GPU usage, and report back.

I wouldn't say ultra with an i5 or even high on all settings. OP get CPUZ and see what your resource management is running with while playing.

It's been aaages since I've played H1Z1 but I remember seeing reports of 970 owners playing at ultra, 60FPS. They may have had i7's though.

With an i5 and 390, I'd still expect high settings at 1440p, above 40/45FPS tbh. I don't know a whole lot about the game though so I'm not the best to ask.

OP- monitor your usage at ultra and at whatever settings you need to resort to for playing.

Also, Can I Run It is rubbish, it used to tell me that my 6300 and 270X couldn't run BF4 but I could run it 60FPS on a mix of ultra/high.

This is another example of i5's holding back more powerful GPUs. Running it on medium shouldn't be too bad though.

Wait it's saying you're using Intel HD Graphics 4600, are you even using your graphics card?

Either way I can run it using this(or used to I've not played it for months) :

OP, plug the cable into the GPU and not the motherboard.. I think that may be your problem as Schoey pointed out, you're on Intel HD graphics.
