Listen, you get what you pay for, read the reviews for both. I wouldn't think #1 is the best choice, but for the price, I would consider it.

i currently use the GTX 970 SSC (step below the FTW edition) it is great and works fine.
It only can use 3.5gb of Vram during gaming but has 4gb, the other .5gb is slower ram.
the 390 has a whopping 8gb of vram and is cheaper than the 970.
Go with this card for now.
Buttt....
EVGA offers a "step-up" program where you can upgrade your GPU for the price difference between what you bought your gpu at and the one you are planning on buying.
In addition, they have a really good warranty system.
Nvidia card with EVGA's quality service.
You can record gameplay with any GPU...The evga card allows you to use a NVidia tool called "Shadowplay" which is amazing. It is always recording game-play and you push a hot key to save the last 1-30 minutes (depending on what you set the time as)
+ EVGA card has a higher core clock than the AMD one, but the AMD card has a higher bit rate

What is more important than VRAM is what chip is on the card. For example an i7 will work just as well regardless what speed of RAM you use, and its more or less the same with GPU's. 8GB of VRAM is useful however if you plan to use lots of mods on games like Skyrim where you can easily fill the memory buffer.
