I was wondering if you were allowed to go on a friends account (with permission) and download games or dlc content such as bo3 season pass. If you do this are you at risk of getting banned?

Yes, to an extent. If the content is digital like the Season pass you speak of, you can. Download his/her profile, set as "Home Xbox" and download the content! As simple as that! Any Hard disc downloads will not function without the disc itself. PM me if you run into problems.
