The ps4 has not been jailbroken yet to my knowledge, but how come there are people on the Black Ops 3 Leaderboards with 100k+ score per minute

They get profile mods on the PS3 which transfer over to the PS4 leaderboards.

You can't transfer stats between Xb360 and PS3
