I have $400 to buy a motherboard, CPU, and ram (upgrading to 16GB or should I?) i do not know much about computers and am very indecisive about things like this.
I am wanting to get the best gaming performance

An upgrade to 16GB is unnecessary unless you are rendering, 3d design etc.
Just wait for Zlggy to come here or Craig (Or any other beasts) and they will get you some suggestions. as I am not decisive either on parts.

We're going to need to know what you're upgrading from. You may be able to salvage a few of your other parts.
What are your current specs?
What will the PC be used for mainly?
As FMWK, unless you're rendering/encoding stuff. 8GB should be enough for tasks outside of that.

RAM: Crucial 8GB DDR3 1333 MHz(4GB X 2)
PSU: Thermaltake 650W Smart series
GPU: XFX R9 270x 2GB
CPU Cooler: idk... very cheap one.
Motherboard: MSI (Micro Star) 760GM-P34

Honestly, I'd buy a new CPU that is 8 cores and is 4ghz. Since you like AMD from the look of it that will run you maybe 200.
Then I'd get another r9 270 and do crossfire.
But, id make sure your PSU can handle all that.
Here is a CPU: [ Register or Signin to view external links. ]
Then you'll still have close to $200 left over to upgrade or save. Or even to get a better CPU. But I'd also suggest investing in liquid cooling and overclocking.
