Note i dont plan on Over clocking so do i need like a cpu cooler?

If you want to overclock, then yes.

Your current CPU is meant for overclocking, if you don't want to then it is a waste, the PSU is also pretty poor.

I'd still get a cooler, unlocked CPU or not. Its a nice little addition to your rig.

An aftermarket cooler is nice and you should definitely get one later on, but don't spend money from this budget on one as they aren't completely necessary.

Also depends if you want a rig to look nice and you have the funds to do so...

There's not really a down side to getting one tho OP...
