Hmm, it appears that the Startup Repair files aren't on your HDD, that's quite annoying.
From that screen you can try the 'Last Known Good Configuration', however if it's a clean install you might not get anything with that option.

Since you said you had an install disk for Windows 7, you can use the Repair function on that instead. [ Register or Signin to view external links. ] should help you in launching the Startup Repair while using the Windows install disk (that's if you can launch the install disk).

1) Put the disc in your optical drive and restart to boot from the DVD. You may have to change the boot settings in your BIOS if booting from a CD/DVD is not enabled. (See how here.) Watch for the Press any key to boot from CD or DVD message.

2) On the "Install Windows" screen, make the appropriate selections for language, time, and keyboard, and then click Next.

3) On the next screen, click Repair Your Computer. Do not click "Install now"
In System Recovery Options, select which operating system you want to restore if any are listed. It will be blank in many systems with only one operating system.
Click Next.

4) The System Recovery Options screen shown below will open.

Then, if you get to that stage, select the 'Command Prompt' option.

Alright I opened command prompt as well as took pictures alone the way if needed. Now what?

Now we can try to troubleshoot the problem.
One of the most obvious things to do is to check the drive that the OS is on (most likely the C: drive). To do this, we will use CheckDisk.

In Command Prompt type 'chkdsk C:'. This will check the drive to make sure it's all accessible and working OK.

Also, just for good measure, you can try the command 'bootrec', specifically:
'bootrec /fixMBR'
'bootrec /rebuildbcd'

These are just general troubleshooting commands.

Alright, cool. That seems to be normal, and your C: drive appears to be working fine.
Since we're testing your hardware right now, just close out of your Command Prompt and select the 'Windows Memory Diagnostic Tool' to check your memory. Again, your memory may not be the cause, but it's better to check.

If you get a popup box, select 'Restart now and check for problems'. Then, when it loads up, if it asks you to select an option, pick the 'Standard' test.

Edit: After that is done, can you do a standard boot of Windows for me? And if you have an error, please tell me the details of the error/error code.

Well this is odd at the start of the test it said your results will be displayed when you next login or pc restarts or what ever. all through out the test it said no problems were found everythings normal. So when the test is finished the computer restarts like it should im assuming and now im at the screen and it says installing windows completing the installation where it left off when i originally powered down the pc during the restart process so what to do from here?

Edit: Not sure what happened exactly but my computer restarted itself then while it was loading windows instead of freezing my screen quickly blacked out with a red line at the top with what looked like tiny garbled lines of white then my display went out

Edit2: Did the standard boot and when it gets to starting windows i get that red line and then it restarts back to the menu again and while i'm typing this what seems to be after the third time doing im currently at the menu to set up windows after installing it?

Alright well im logged in right now no internet again im guessing because no network drivers but before I get into trying to get help with downloading them is there anything else I need to do?

Well, that's a pretty good sign.
Just to confirm that it's working properly, try rebooting another 3 times to make sure that it can boot correctly all the time.

As for your network driver; just download and install one from the manufacturer, it shouldn't mess with any settings.
