I've been researching for a while and just can't figure out what the best 240mm Aio is that fits an lga 2011v3 socket. Can someone tell me the best ones?

H100i [GTX] would be your best choice.

Meh. Depends. Fan speed will make a difference. Just get whatever 240mm AIO is affordable to you, that you like the look of. They're all going to do fine anyway. I, personally, don't like the Corsair AIO's at all so I'd take a look at Cooler Master's line-up, as well as Swiftech, Enermax, and Fractal Design.
If you've got hecka cash, EK Predator would be nice.

I have had luck with both the Liqmax 2 from Enermax and the H100i GTX from Corsair. Both great AIOs, I believe the Liqmax 2 is a bit cheaper than the H100i though.

Depends how much you can spend. If you need LED's, then Corsair SP120's or Thermaltake Riing 12's will look the part, otherwise get some Noctua NF-F12.
