so i downloaded a csgo game from gotv and found the demo inside the folder. i wanna be able to play the demo not ingame and edit it and whatever. is there any way to do that? with like a windows media player or something along those lines? because i cant record what so ever with obs because my computer cant handle it

I dont think there is anyway to use demo files outside of the game. You should try fraps to record it, doesn't really affect your FPS.
