Either you haven't give them all your details, bank account, address, number ect... Or youve gone over your yearly allowance that you can have in the account, which i think is 1200 pounds sterling..

Contact paypal, say you can`t make payments, the problem will be fixed within 20mins, I have had this multiple times.

You have to add a bank account and CREDIT card to make your send outs unlimited.
