I got an Iphone 5c but when I went to use it a screen comes up with activation lock and I can't sign in with the other persons information. Anyway I can get around this?

Most likely putting it into DFU mode and restoring it

There is no way to get around this unless you have the information for on the account.

You'd have to take it to the carrier and have them unlock it, of course the IMEI would need to be clean for them to be able to do it for you and you prove that you own it, or at least have the original owner say that you own it. That's what I had to do with one of my old phones.
