Im pretty sure that people can spawn you one, but i dont think that you can put it in your garage because its a black listed vehicle.

You're half right. Anyone can spawn it in for you but it'll say something a long the lines of you can't put this vehicle in your garage. You also can't go to LSC with it. It'll be too hot to modify or some shit.

You can unlock it through a recovery though
