I have been watching all these TCAP episodes on YouTube and I'm kinda confused about it. How can they arrest these people if the actor they are using is 18 and no real crime was committed since the actor is not a child? Is it just the intent or is it technically legal?

Its the intent of it, because they aren't going to commit crimes to arrest the bloke otherwise they are just as bad. Depends on what they did also probably.

They can't use a child because that would be endangering the well being of a child. They are using an adult who says they are a child and makes it known to the person they are stinging that this person is under age, and they willingly don't care.
