If i buy ark survival preview is it possible to license a friend so he can play it aswell?

If you license transfer with a friend they will be able to download any game you have purchased on your account.
So yes he will be able to play ark.

Kind of but he has to have the account which he downloaded it off of signed in on his xbox to play it

it depends if you're able to do the license transfer. I think you have to wait 6 months between each transfer
