Modding is a breach of the developers terms of service, most likely on console. It's not illegal and anybody can do it but if they ban you, you've been warned.

Hacking by gaining access to something you shouldn't, is illegal.

some people confuse modding with hacking people on console say people that are modifying the the game to their liking they say that hacking.
couldn't be further from the truth I know 90% of this community aren't dumb so they know the meanings of the 2 words.
there is not a law against modding but the is obviously a law against hacking

Even if it was illegal, they wouldn't waste time arresting every single person who modifies a kids game.

Depends on what kind of mods you do, I think that GTA money lobbies are illegal since you'll be "stealing" from Rockstar's winnings.
