So I he a Mac mini for Xmas and was wondering if there is anyway to run modio or horizon on the Mac through some kind of emulator as I know it can't be done on stock OS X

No. you must use a Windows Emulator to use it. Otherwise, just sell the Mac then buy a good Windows Computer.

Unfortunately, Modio and Horizon are both Windows programs, But thanks to a program called [ Register or Signin to view external links. ] you can run any Windows program on Mac OS without rebooting.
