what operating system are you using i had this problem and i went to windows 7 and it was gone

Well, you're using AVG, I'd be disabling that.
Also, it may be a false positive... There was a bug that in task manager it would read as 100% load. But 95% of that would be used by System Idle... Which means it's free to use.
What's you CPU temps while it reads 100%?

I do not recommend going to Windows 10, I absolutely hate it and wish I never left windows 7. If I was you, I would format and downgrade to Windows 7 Ultimate. I had this issue on windows 7 Home Premium and then went to 10 and it fixed it, but there is so many more issues with Windows 10.
