Check temps(download program like core temp or cpuid), if you are under 60c you probably are getting false readings. If you are pretty high ~80c range you probably are maxing out and I would assume a virus or unwanted program taking up all your resources.

Your temperatures are more than fine. I believe it is a false positive as your CPU would be pretty hot if it was truly at 100% load all the time.

Well not that AVG is causing it, but remove AVG. Its no better than windows essentials (windows 7) or windows defender (windows 8 & 10). And at 100% load you would be seeing a huge performance drop, like making your computer unusable. So its most likely just a bug within windows itself.
When browsing the internet, I only use about 2%-4% so that sounds about right. (i7 4770k OC @ 4.5Ghz.)
