I feel like my CPU cooler may not be working properly because I'm randomly getting frame drops while playing Black Ops 1 when I never have issues. And I recently installed Windows 10 so I no longer have MSI Afterburner to check my temps and usage and such.

So my CPU temp is staying in the low to mid 40s which is normal, and my CPU usage while playing ranges from 18-25%. I have an i7 4790k, and I'm not overclocking it or anything right now, should this be a cause for concern?

That sound completely normal, no cause for concern.

Could you think of anything else that would cause frame drops on BO1?

There is definitely a specific time, when I am in a room with a full horde of 24 zombies I get slight drops (from 91 to high 70s low 80s), and when I hit one of the traps on the map and shoot through it to make points (from 91 to high 50s sometimes).

Black Ops is a fairly older game, so the support may not quite be there, you are noticing the minimum fps, I would say turn down some settings but you should max it out easily on a 970.
