Try the rice. But because you tried to turn it on when it was still wet,
You may be SOL. Unfortunately your carrier company can determine whether
the device is jailbroken or not and will not replace it if so.
Leave your phone in rice, and don't try and turn it back on again until tomorrow.

They don't cover accidental damage (i.e water damage)unless you have "Apple Care" on the device.
That's how it works in Ontario anyways.

The only thing you could do is try the rice.
If it doesn't work, contact your carrier yourself,
explain what happened and see what you can do from there.
They can fix it for you and will give you a loaner phone until
yours is fixed. But it will cost you...

if the rice didn't work maybe take the iPhone to a local smartphone repair shop. sometimes they can fix water damage (the clean the motherboard with alcohol)
