You may be SOL. Unfortunately your carrier company can determine whether
the device is jailbroken or not and will not replace it if so.
Leave your phone in rice, and don't try and turn it back on again until tomorrow.
They don't cover accidental damage (i.e water damage)unless you have "Apple Care" on the device.
That's how it works in Ontario anyways.
The only thing you could do is try the rice.
If it doesn't work, contact your carrier yourself,
explain what happened and see what you can do from there.
They can fix it for you and will give you a loaner phone until
yours is fixed. But it will cost you...
Still worth a shot in my opinion.

Just leave it to dry out.
Undo the 2 screws by the charging port and pop the screen up, see if any damage (unlikely) and then leave to dry completely.
Then plug your device into your charger and switch it on. (That's if it doesn't boot from charger)

Well since its somewhat still turning on I would just leave it in a bag of rice for a couple of days before having its funeral

Listen to what people are telling you and leave it in rice, dropped my phone in water last year and leaving it submerged in rice for a couple of days fixed it.

rice will only work sometimes if there is still water in the phone. I work for a phone repair shop. The reason the phone is not turning on is cus when the water drys it causes this [ Register or Signin to view external links. ]
thus shorting out the phone. You could take it to a phone repair shop that will run it threw a ultrasonic cleaner. That will have a good chance of bringing the phone back to life!
