My brother is trying to build a computer that can edit videos and play games near max settings. This is what he put together
pcpartpicker.com/p/g4YHdC
Don't need an OS
Don't need additional storage ( already have 2 hdd)
Need mouse and keyboard
2 Monitors are in the build
Budget 1200
I am open to any other builds and suggestions

Wot.
There's only an SSD? Do you already have an HDD? If not, you'll need one. 250GB isn't enough storage capacity. Last gen hardware for some reason? $400 over your budget? Is your budget including the monitors, mouse and keyboard? What mouse and keyboard are you getting? Why two monitors? You'd be better off just getting one for now and adding a 2nd monitor in the future.

What is your budget for everything you need, including the monitor.

What?
So you have a budget of ~$270 for peripherals, you apparently have a keyboard and mouse already, but now need them?
Do you need a keyboard and mouse or do you have them already?

Sorry for the confusion MAX $1200 of everything which includes
Mouse, keyboard, monitors, and the build
No need for os
and the prefer not to change monitors

You could get a nicer keyboard + mouse but I would prefer to get the best you possibly can in the build and upgrade them later.
Better GPU, lesser CPU, would perform better in games;

Unless the PC is being used for a lot of editing I would go with the first build, an i5 would still be fine for editing, just not as good as an i7.

As I said the top build has a better GPU, the bottom has a lesser performing and therefore cheaper one. I would go with the better GPU imo as an i5 is still more than capable with editing.
