Great man, a little hint. There's two obvious answers and one that takes some thinking.

In a bell tower, normally there would be some sort of barrier to stop the worker from falling down.

EDIT: So after relooking at the riddle, we do not know what the flat surface is, therefore it could have fallen anywhere, that then means if the town was next to an ocean then the bell could have fallen into the ocean and due to high waves could have taken the bell elsewhere in the world. Also i cant understand the first sentence of this riddle, could you explain it more, does the bell strike 10 times at 9 o'clock? for example.

You don't know if it's next to an ocean or not or anything like that. As I haven't given you that.
It will strike 11 times at 10 o'clock and 12 at 11 o'clock. At midnight it will strike once for 1am.
