Is it possible to take an app you downloaded from the AppStore that is no longer available on the store and package it into a .api file to give for other peoples' uses?

If it is removed from the store, and distributed to other users, wouldn't it be illegal?

I don't think it would be "illegal". Just against Apple's ToS.

Actually its still illegal as you are breaking copyright! But it is possible, research a little.

I thought appstore apps were installed as .ipa's? If that is what you mean then absolutely. But chances are someone somewhere has already uploaded the file on appcake or something already.
