Four red rings means no video output, check your cables and make sure they're plugged in.

4 red lights mean that your audio/video cable isn't detected.
Play around with your TV wires and it will sort it, as well as your Xbox cables as well.

Not exactly sure, it could be a faulty power brick. Just unplug all your power cable etc, and plug them back in and see if that works. If your power brick gets quite hot/warm fast, let it cool off for awhile.
Also, have you got the slim or the phat?
EDIT; Is the light on the power brick flashing at all?

Tried that also this current Xbox is the Phat White (Arcade) also the light is just Amber not flashing on Xbox.com its says the amber light means the power brick is working but I'm getting the 3 RROD

OK, I'm sure it could be a faulty power brick. Try your Xbox in a different plug, see if that does anything, it could be a wonky plug aha, like I said before, let your power brick cool for awhile if you feel a bit of heat from it when it turns on.
Other than that I can't help, I'm sure it would be a faulty power brick though, so if you've got another power brick, try it.
