What didn't work, that you can't get the task manager open?
I couldn't get to the task bar with the method you explained but I did get to and I restarted the windows explorer and it didn't fix that the toolbar can't be fixed. The only thing that I can do on it is right click and the menu pops up but no buttons work, and windows + x doesn't do anything.

Yes, I have the task manager open
Okay go down on bottom left corner and click More details.
[ Register or Signin to view external links. ]
Then go all the way down to Windows Explorer, then right-click, then click restart.

and that should be it. and it will fix it.
