Steam or Rockstar client?
Steam auto downloads and the client should also auto-download when you go to start the game?

Thats odd. The game should've attempted to download the update as soon as it was available.
Tried validating the game data/integrity?

Im not too sure at this point. Its weird that you missed the update, its also weird how you can access the game without the update.
Maybe try posting on the GTA Hub on steam to see if anyone else has had the problem and has a solution, im all out of ideas at the moment.
