Looking for a computer I'll be able to edit, stream with an elgato and play games like GMod, Portal, COD 4, MW2.

It is something which will be getting upgraded overtime, so would prefer upgradable components!

Do you need just the PC or do you need mouse, monitor & keyboard as well?
If you don't need peripherals then this is something I would consider for what you're doing with a PC [ Register or Signin to view external links. ]
It will handle the games you mentioned with ease and stream just fine providing you use the NVENC codec that the GPU uses.

Not really, I would take an i3 and 950 over a low end AMD CPU and a barely better GPU.
