You can still overclock the 6700 a fair bit, it is newer so why not.

"Its newer" shouldn't be the main reason why you buy something. I understand your intentions but maybe re-word that?
Getting the 6700 over the 4790k isn't really that big of a deal. Its about a maximum of 10% performance increase. However, because you can fit it in your budget, I dont see any reason why you shouldn't go with it to be fair.

What case, PSU and storage do you already have then, first of all? It will definitely affect the choices for the rest of your components.
