I still have 75% reduced HR at stage 4
I have tried:
log out and in again
turned the game off
turned the console off
zoned (entering a loading screen)
reset my skills and bought it again
could someone help me find out what I can do to get it to work?

Passives don't show up on your charactor sheet. You'd have needed to look at stats before and after.
