To make the actual text, I used a font called "BankGothic Md BT Medium" and applied the "Outer Glow" effect in the Blending Options using these settings:

Then I took this image, turned it so the lines point horizontally, changed the blend mode to 'Soft Light' and applied it over the text. You can also make your own "lines" too, it's not that hard.

After I applied it over the initial text and this is what it gave me.
