i assume you are talking about on 360 and not ps3? either way yes you can premod accounts but the person receiving the account will have to sign into xbox 360 first and make a social club account and then recover there social club account on xbox one. or you can create a bogas one for them. either way there has to be a social club account created on 360 to be transferred to xbox one. also remember each gamertag can only be transferred one time from 360 to xbox one so make sure they have all the mods they want before transferring
