I'm sure mods could get on top of all that, especially if people help by reporting.

If it was going to be done on a post-by-post basis it would need to be awarded to the person who had the most upvotes in that month.
However, it is entirely plausible that a person could gain the MOTM badge by posting one topic, getting Ultra Gifter in one month, posting an Oscar worthy Ninja application, winning the Wizard contest, and posting the dankest meme in all of memestory.

It would only cause arguments if the members were to vote/choose.

The very idea of the badge looks 50/50 to me. It really depends on the implementation but it sure is an interesting idea.

Then it won't be member of the month, it'll be member(s) of the month.

This will be a great motivation for new members especially.
