It says iPhone need to cool down and its not even hot or over heating

Hold the home button and power button till it boots back to the apple logo fam.

Hold the iPhone home and sleep buttons until you see the Apple logo come up. This is going to reset the phone and I believe it to be called a "hard reset"

This will probably fix the issue.

Sounds like a water damage problem tbh because your phone shouldnt ever produce that message unless youve left it in a car in the sun or something.

If the problem keeps happening you may have to take it to a Apple Store. If you happen to have it jail broken and don't want to lose that you may have to live without the flashlight.

Take it to an Apple store. It could be that the LED is broken or something, but it could be a bigger problem like water damage.
