Yes you need two accounts, there is a text tutorial in the video desc, but you only need one controller.

Text Tutorial (By Vekseh):

1. Start Black Ops 3 with Master Prestige Account
2. Go into multiplayer, public match, find match, search for a TDM.
3. While searching for players spam CIRCLE till at main menu.
4. VERY QUICKLY hold PS button and switch user to lower level account.
5. VERY QUICKLY spam X until in local lobby.
6. Wait 5 seconds, go back, then go to play online.
7. After Connecting to online services you'll be Master Prestige.
8. Change the clan tag to make it stick.

I can get it to change, but it won't stick. It always changes back before I can change the clan tag.
