Have you ever hated being limited by your charisma or the game setting for overall settlers in one settlement? Well I have a fix for you to get as many as possible. I'm too lazy to get more and I am currently trying to get 100 happiness but that doesn't matter because you are here for unlimited settlers.
Step 1- Choose a settlement that you want to have unlimited settlers at and get rid of supply lines.
Step 2- Go to a settlement where you have settlers you don't want and using your supply line send him/her to the settlement you want unlimited settlers.
Step 3- Now go to the settlement you sent the person to and find the provisioner.
Step 4- Create something to assign them to and once they get assigned to it you will have one more settler.
Step 5- Repeat as many times as you want!
PS I have only done this on Xbox One but I'm sure it will work on all systems.
Update-I had no problems with sanctuary hills but in the another settlement for some reason all settlers decided to stop doing their job.

Hey I tried this on ps4 it did work but it unassigned everyone else from there roles and when I tried to reassign settlers they didn't do what I asked them. Just a warning it will work but it's annoying having to try and reassign all the settlers tasks again

On Xbone I had no problems with settlers needing to be reassigned. The only thing I had a struggle with the more settlers I got the harder it became to assign them to stuff to stay in the town.

So due to what was happening to Alba I did a little research on what was happening. I tested another city other than sanctuary hills and what he explained has happened. I'm thinking we will have to keep it to the original city for it to work properly.
